Des frontières aux marches de la mer : l’intégration des espaces maritimes à l’Europe

Abstract

The decisions on maritime boundaries have been organized by the UN during the conference of Montego Bay in 1982. New boundaries, built under universal standards, regulate the sovereignty of each State. The exploitation of the seas is determined, while international shipping remains mandatory. National divisions and international interests limit the integration of the European Union to maritime issues. The EU has difficulty in managing the issues listed in the maritime borders.

La place des espaces maritimes en Europe et dans le monde a fortement évolué en un peu plus d’un siècle. Par leurs dangers, les mers et les océans ont été considérés comme hostiles aux entreprises humaines. Loin de se décourager, les hommes ont vite compris les intérêts à les dominer malgré des capacités techniques réduites et des croyances populaires tenaces. Les littoraux ont longtemps symbolisé la limite entre le monde terrestre et le monde marin. Cette première frontière s’est estompée grâce aux progrès nautiques des XIXe et XXe siècles. Les usages des mers et des océans se sont généralisés jusqu’à leur dépendance aux espaces terrestres proches. Plusieurs conventions internationales ont entrepris de résoudre une intégration inégale et injuste des espaces maritimes. L’établissement international de frontières maritimes a canalisé le rapprochement des espaces maritimes aux terres voisines.
