Dans une note datée du Ier août 1917 et publiée le 14, le pape Benoît XV lance un appel à la paix : « Exhortation à la paix adressée aux chefs des peuples belligérants. » Ce document débute par une déclaration de principes préconisant le droit et la justice dans les rapports internationaux et la substitution de l’arbitrage à la force et se termine par des propositions concrètes pour le rétablissement de la paix : évacuation des territoires occupés, liberté des mers, renonciation à toute indemnité et dommage de guerre, examen dans un esprit de conciliation des litiges territoriaux... Cette tentative fut un échec complet. Les omissions sont en effet importantes, l’Allemagne et l’Autriche, d’abord plutôt favorables, ne font rien pour appuyer sa démarche et les Alliés n’apprécient pas une initiative trop favorable aux puissances centrales.
