1Freshwater security is a global challenge that requires foresight in planning and begs learning from past experiences. Freshwater security is minimally the situation when people have access to water of sufficient quality and quantity to meet their physiological needs, including drinking water, water for food production and processing, and water for sanitation (Barthel & Isendahl 2013 : 224), but this definition centres on the basic necessities of an individual and consequently leaves out a host of other services that the hydrological system contributes to social-ecological systems. Factoring these in would emphasise further the point that regardless of the size, degrees of social complexity, kind of social organisation, and which kinds of environments they inhabit, all human societies simply have to address water sustenance.
