Austrasian Letters: Giving, Hiding and Transmitting Diplomatic Information in the Early Middle Ages

2This collection of letters, known as the Austrasian Letters, is made up of diplomatic correspondence from between the reigns of Theodobert I (533-548) and Childebert II (575-595). Here messages between states needed to be as expressive as possible: these official letters aimed to inform, to attract and to move. The more letters there were the more efficacious they were. At the same time the Frankish diplomats were capable, where necessary, of keeping some information back; either because it was considered dangerous to put sensitive information into writing or because they wished to stall a negotiation in progress. The copyist of the sole surviving manuscript, a Carolingian scribe, had difficulty understanding the allusive style of these Austrasian Letters. Nevertheless, the fact that this Austrasian collection has come down to us bears witness to the continued interest that has been taken in these diplomatic archives.

The Carolingian Queen: Heroine or Bit Player in Diplomatic Correspondence?

4In the Carolingian period, feminine rule was only institutionalized in the 10th century with the creation of the significant title of consors regni. Through the study of royal charters and narrative sources, research has shown that, even before this institutionalization, in the 9th century, certain queens and empresses had the power and the will to participate in political negotiations. In their letters, the quasi-diplomatic nature of their long-distance communications becomes apparent. Through them, we are able to observe how they exchanged presents, letters and messages in order to win over individuals who were likely to support them. Thus, they were able to surround themselves with networks that covered most of the Carolingian political space.

The Ill-treated Ambassador: Certain Cases of Non-respect of Diplomatic Immunity between Byzantium and its Neighbors (7th-11th centuries)

6Between the 7th and the 11th centuries, a number of ambassadors suffered multiple prejudices in the course of diplomatic contacts between Byzantium and its neighbors. There was voluntary isolation, publically proclaimed imprisonment and physical violence among other things. The iusgentium, a law that is found in the normative texts, was supposed to protect official emissaries. It seems, however, that this law was not always obeyed. Nevertheless, given the relatively high number of diplomatic contacts over this period, the actual number of attacks on ambassadors is an extremely low percentage of the total number of meetings. Furthermore, the narrative of an attack might be exaggerated for rhetorical effect in diplomatic documents when there was the intention to blacken the image of the sovereign who was behind it.

Diplomatic Relations Seen through Normative Sources: the Case of Dubrovnik (1272-1500)

8Diplomacy in Dubrovnik (Italian Ragusa) in the Middle Ages rested on well-articulated legislation of which the author discusses the main components. This legislation regulates in great detail the procedure for the election of ambassadors, their expenses, their emoluments, their itineraries, and the lengths of their missions, as well as the ways of presenting reports to the government councils of the commune at the end of a mission. The study of Dubrovnik’s diplomatic network shows us that this network grew gradually in stages over the centuries in the Middle Ages and that the legislation came much later to add the final touch to a process that had already existed for a long time prior to this.

Diplomatic Practices and Account Keeping: Notes on the Book by a Papal Nuncio, the Dominican Foulque of Sisteron (Italy, 1321-1324)

10In the Vatican Archives in the Collectoriae (Coll. 379) there is a small notebook of 109 folios in which the Dominican, Foulque of Sisteron, envoy of John XXII, wrote down his global expenses together with those of his familia, in the course of a mission that took place between October 1321 and October 1324 and which took him to Northern and Central Italy (mainly Venice and the Duchy of Spoleto). This fine document, which is in an excellent state of preservation, bears witness to the financial and logistical organization of a diplomatic mission and, more generally, to diplomatic activity in its most material and most mundane aspects. Other documents, found in the Vatican Archives and other Italian archives shed complementary light on the negotiations he was involved in.

Diplomatic Personnel and Modes of Negotiation between the Commune of Pisa and the States of the Maghreb (1133-1397)

12In the last centuries of the Middle Ages, the Commune of Pisa maintained regular diplomatic contacts with the States of the Maghreb. A corpus of letters and peace and commercial treaties, in the Archivio di Stato in Pisa is the source for our knowledge of these relations. Firstly the modes of negotiation between the two parties are examined, then the manner that embassies were set up. Then the preliminary talks, that led to the establishing and the signature of peace and commercial treaties, are considered. The second phase of our study goes from the modes of negotiation to the study of the diplomatic personnel themselves, in particular the ambassadors. Their careers and their social milieu come under scrutiny.

The Use of Presents in Diplomacy between the Romans and the Barbarians in the 5th Century: The example of the Huns

14The subject of diplomatic presents in the sources has until recently mostly been treated in an off-hand manner; at best it is seen to be of purely anecdotal interest, at worst it is interpreted as bribery. Now that historical enquiry has been re-orientated towards the study of diplomacy it is possible to envisage the giving of presents as a gesture made with the view of opening up channels of communication. This is how it is seen by Priscus in his account of Maximinus’ embassy, sent to Attila by the Emperor Theodosius II in 449. He mentions the presents given and received by those who took part in this diplomatic exchange. Maximinus, in the dual role of both giver and receiver, is at the centre of things. If, for the Roman legate, gift-giving is the concrete means of starting a personal relationship, for Attila it was a way of showing his political superiority.

Negotiating one’s Oath: Mahaut d’Artois, Philip V and the Artesian revolt

16The resolution of the conflict between Mahaut, the Countess of Artois, and Artesian nobility in revolt required important negotiations which took place under the aegis of the King of France, starting from the autumn of 1315. The carrying out of the talks was entrusted to members of Mahaut’s inner circle, while she herself had many consultations with the king’s most important advisors, especially at mealtimes. She also journeyed to the Île-de-France to meet with the king himself and plead her cause. It was only in July 1319 that the conflict finally came to an end with a sworn peace. The oath ceremony gave the countess the opportunity to show off her rhetorical and political talents.

Recommending Mail Addressed by Dijon to the Duke of Burgundy: Diplomatic Networks and Political Society

18The study of the missives exchanged between the city fathers of Dijon and the Court of Burgundy enables us to understand the transmission of the urban message and the ways and means employed by a city to capture the attention of a prince. This study reveals the existence of a secondary epistolary network in which the exchanges between the échevins and the duke were embedded. This involved mobilizing “friends” of the city within the prince’s entourage who were to undertake the actual delivery of the mail while drawing attention to the message contained therein. In this way they played the fundamental role of intermediary in the dialogue between the two powers. The activity of these men, who belonged to the ducal household and were also part of the most important families in the city, shows us the city’s capacity to make use of the multiple connections and roles of some of its burgers in defense of its interests.

Relations between the Emperor Charles IV, the Papacy and Italy: the Recruitment of Diplomatic Envoys and its Evolution (1346-1378)

20The voluminous documentation relating to the Empire and the Papacy during the 14th century allows a study of the material aspects of their diplomatic exchanges. It stages their frequency, the personnel employed as well as the practical documents used for these negotiations. Charles IV sent fifty-nine embassies to the pope during his reign: 70 % of the men who have been clearly identified have been employed only once, 20 % appear twice, while only 10 % were used as emissaries three times or more. Ecclesiastics represent 70 % of this total. The centre of gravity of the recruitment moved progressively eastwards reaching the territories under the Bohemian Crown. A comparison with the personnel employed by Charles IV in his relations with the Italian powers, confirms the essential role of the Chancery in the construction of imperial authority under the Luxemburgs.

The Dukes of Lorraine (1346-1431): Princes without Diplomacy?

22This contribution questions the possibility of any diplomacy in a feudally-structured principality of the Empire, at the turn of the 14th and 15th century. Despite the lack of source material in this field in the archives concerning Lorraine, it is clear that a lot of intense negotiation took place, revealing the ambiguity of the prince’s status and of the face of the dukedom. Negotiating involves risk, especially that of being reduced to the rank of a simple vassal or subject by a sovereign prince. This sort of activity requires the availability of trustworthy personnel. All in all, the widening of Lorraine’s diplomatic horizon and the relative specialization of the personnel in the service of the reigning prince bear witness to the gradual implementation of more modern State structures under Charles II (1390-1431).

The reception of the Lombards by Clotaire II in the Grandes Chroniques de France: What is involved in a representation

24In a period where diplomacy had not yet invented its own terms, narrative and iconographic sources bear witness to the relations that existed between peoples. The arrival of Lombard envoys at the court of Clotaire II is an example of one such interaction. These messengers come to negotiate the liberation from the tribute paid to the Franks. For the authors and artists in question mentioning or not mentioning the reception of the Lombards was conditioned by a historical project. In the Grandes Chroniques de France we find a historiographic project serving the king, while in the case of Paul Diacre, who does not mention the encounter, we have a historiographic project which favors the Lombards. The representation in images of this reception in the manuscripts of the Grandes Chroniques is part of an iconographic project devised by the artist and his patrons.

Diplomatie Relations between China and Japan at the Beginning of the 15th Century Seen through a Letter Addressed by the Emperor Yongle to the Shôgun Ashikaga Yoshimochi

26Yongle (1360-1424), emperor of the Ming Dynasty, wrote a letter of condolence to the Shôgun Ashikaga Yoshimochi (1386-1428) in 1408. In it he praised the virtues of the late Japanese military governor, making a list of his Confucian virtues and emphasizing that which in his actions showed his loyalty towards China. This letter serves to show that Japan is under Chinese suzerainty ; it has been preserved in the Chronicle of the Relations with Neighboring Countries (Zenrin Kokuhôki, 1470), composed by the monk Zuikei Shûhô (1391-1473), who was an advisor on foreign affairs of Ashikaga Yoshimasha (1436-1490).

Between the Saône and the Rhône: Diplomatic Meetings in the Winter of 1305-1306 between Amédée V of Savoy, Philip the Fair and Clement V

28In 1305, at the time of the coronation of Clement V in Lyons, the Count of Savoy, Amédée V, took advantage of the presence of Philip the Fair to consolidate his rapprochement with the Kingdom of France. He also wished to take advantage of mediation from both the king and the pope in the conflict between Savoy and the Dauphiné. The county’s account books are our source for our knowledge of the itinerary of the count’s household and of the places where they stayed, which included Ainay Abbey. The accounts with their list of expenses inform us about the cost of a policy of prestige as well as about the everyday reality of diplomacy: we learn about the financing of meetings and the activity of messengers and ambassadors. Among these a small group stands out regularly; these are the faithful, to whom are entrusted the most important missions.

The Development of a Diplomatie Network by the City Council of Sisteron in the 14th century

30The city council of Sisteron used diplomatic relations for missions entrusted to it by the Count of Provence; these involved the maintenance of the rights of the universitas and the improvement of the administration of the town. Thus, most diplomatic missions found their way to the capital. In the second half of the 14th century, diplomacy turned towards the resolution of sieges and pillages affecting Provence. Then, mainly in the last decade of the 14th century, by forming alliances with other cities and important seigniorial families in order to accede to wider prerogatives and a certain degree of independence, the councillors and ambassadors went beyond the delegation of authority accorded to them by the central power.

The Military Religious Orders and Diplomacy: Forms and Issues

32The article deals with the intense “diplomatic” missions and negotiations undertaken by the military orders. It approaches the subject from two points of view. In the first instance, the order’s activities undertaken for their own benefit are observed and then those undertaken for other powers. With the help of a number of concrete examples, the heretofore relatively little-known role of the orders in the movement towards the professional diplomacy of the Modern Period is illustrated. The importance of their contribution to medieval diplomacy is also discussed. This was due to a series of elements such as the social origins of the brothers, their experience, their knowledge of the politics of the East and the West and their discipline, which helped make them thoroughly professional servants of the European Courts.

Byzantine Embassies in the West (14th-15th centuries): New Perspectives on the Diplomatic Process and Those who Took Part in It

34This article presents a study of the diplomatic relations between Byzantium, the Papacy and the Council of Basle from the middle of the 14th century to just before the Council of Florence. Firstly, through a careful study of the embassies and the diplomatic records, this study analyses the diplomatic personnel, their social and ethnic backgrounds, their linguistic skills, and their affinity with the Catholic Church; secondly it endeavors to understand the diplomatic process from the time instructions were given to the ambassadors in the imperial palace until the ambassadors’ reports. The interest of the article is to show the evolution over a century of both the diplomatic personnel and the demands that reflect the social and political evolution of the Empire.

The Popes Two Arms: How Nicolas of Cusa and John of Capistrano’s Paths Crossed in the German Territories (1451-1454)

36This study shows the parallels between the routes taken by Nicolas of Cusa and John of Capistrano in Central Europe between 1451 and 1454. The first part discusses their different positions with regard to the Bohemian Question, enabling us to have a better understanding of their modes of action and of how the papal legate managed to work with an activist like the Franciscan preacher. Then the author examines their roles with regard to relations with the Teutonic Order and with regard to the Order’s conflict with the Kingdom of Poland. He also shows how they were involved in the prevailing tensions between cities and princely or ecclesiastical powers. At this point it is possible to specify in what way they differed in religious matters, for their diplomatic work was always conceived with the reform of the Church in mind.

From the Mercantile System to Diplomatic Order: Embassies between Mamluk Egypt and Rasulid Yemen (7th -9th /13th -15th centuries)

38From the middle of the 13th century to the beginning of the 15th century the rapid expansion of the mercantile system of the Karim in the Red Sea was concomitant with the establishment of a new diplomatic order, made up regular diplomatic relations, with stable and codified forms, between the Mamluk Sultan of Egypt and the Rasulid Sultanate of the Yemen. Working from systematically catalogued accounts of embassies found in Arabic Yemeni and Syrian-Egyptian sources, this article examines the importance of diplomatic presents coming from both parties, their political meaning with reference to the different rapports de force as well as their purely economic dimension. The study of this relationship between the Mamluks and the Rasulids is an invitation to reconsider the relationship between commercial and non-commercial exchanges with reference to a “diplomatic order” established in the wake of a pre-existing mercantile system.
