It is important to understand, as we hope this guide now makes clear, the fact that the logic of capitalization is not the same as the logic of commodification or that of privatization, at least not exactly. In order to become an object of capitalization, something does not need to be put in private hands, nor plunged into a competitive market in which it is bought and sold. In order to become an object of capitalization, something just needs to be in search of funding. And, as the preceding chapter illustrated, the reality of financing can be public as much as private. The offices of state budget departments are not populated by private investors seeking to maximize their returns on investments.
