What happens when the state, in its capacity of handling the public budget, must establish a rational procedure for the conduct of spending? And what happens when, in the midst of a planned economy and with the public interest in mind, the state discovers the art of investment and the value of the discount rate? Capitalization can be located at the heart of public finance, public service and the public sector. There, it may manifest its most astonishing rationalizing capacities—with, of course, its profoundly political rationales.
