Introduction

The Horn of Africa has increasingly been marred by intractable and violent conflicts, Islamic fundamentalism, and piracy. To make things worse, rebuilding collapsed Somalia has emerged more difficult than initially thought. In Somalia, United Nations (UN), United States (US), Ethiopian, Intergovernmental Authority on Development (IGAD) and African Union (AU) military interventions have failed all. Somalia has become Africa’s Afghanistan. An initially religiously tolerant Somalia has even become a haven for terrorist and radical Islamists.

Also armed rebellion in different parts of Ethiopia is getting tougher than ever. Ethiopia’s inability to address rebellions such as by the Ogaden National Liberation Front (ONFL) and the Oromo Liberation Front (OLF) have stifled democratization, and human rights violations have contributed to a categorization of Ethiopia as “failed state”.
