Rationale
1The public authorities need to ask themselves one simple question: are the prospects for deep-sea mining promising enough to justify the formulation of a public policy on the matter? The answer is to be found by furthering knowledge (R1 and R2), but it also depends on the technical and economic scenarios made possible by more detailed information as well as initial consultations with residents and stakeholders. These scenarios will contribute to the decision but cannot replace it. Once a decision has been made to develop the sector, the next goal is to draw up a deep-sea mining strategy for the country.
Timeframe
2The technical and economic scenarios will be established in the short term using the initial elements available and models put forward by the expert group review. The mining policy document will be drawn up in the short term, as soon as a decision has been made to develop the deep-sea mining sector. However, it should not be done hastily: the pressures of political calendars or industrial agendas should not distort the process. Formulating a policy could, in theory, take up to two years to allow contributions from all of the relevant stakeholders.
Proposed actions
- Draft scenarios on the sector’s potential profitability, based on geological, economic (metal prices) and technological (metallurgy or other) variables, including social and environmental aspects.
- Establish and monitor a set of key parameters: this implies data acquisition and the development of a monitoring mechanism in the subjects cited below.
- Promote extensive, comprehensive inter-ministerial dialogue addressing development, the environment, taxation, training and so on, in view of drafting a deep-sea mining policy document.
- From the mining policy definition phase, organise consultation with local population and other stakeholders to identify their expectations.
- Ensure extensive dissemination of the policy document and hold information meetings.
- Develop and implement the communication strategy to attract investors.
Constraints and conditions
3The strategy for developing deep-sea mineral resources in French Polynesia needs clearly positioning with regard to the national (French) strategy on marine mineral resources (coordinated by the General Secretariat for the Sea).
Connections with other recommendations
4The decisions reached for R3 will depend on the outcomes of R1 and R2. If it is decided to abandon the project, the following recommendations will no longer apply. Conversely, if the choice is made to pursue and develop the industry, R4 must quickly follow R3.
