Rationale
1The panel of experts found critical gaps in knowledge on the resource and its environment. These gaps concern all the data: geological, environmental, administrative, legal, technical, economic, social, etc. Before embarking on any new research efforts, it will be necessary to review the existing data, to establish where exactly they are located and assemble them in an information system that makes them accessible.
Timeframe
2This recommendation applies to the immediate short term: the establishment of an information system and access to data are prerequisites. Later comes the issue of long-term maintenance.
Proposed actions
3– Develop and implement a system of metadata to enable a description of existing documents and data, and to locate them. This work can draw on the guidelines on metadata and architecture for public digital data systems articulated in European Directive 2007/2/CE, known as the INSPIRE Directive2, to ensure the interoperability of the metadata catalogue. This is the best guarantee that the system fits into and benefits from its integration into public digital data systems at the European and global scale.
4Develop a geographic information system (GIS) to manage existing data and incorporate future data (including bibliographic references that apply to developments outside French Polynesia).
5Determine the status of the data (confidential or public in nature) in accordance with regulations (see the recommendations of the French Commission on access to administrative documents - CADA), while being careful not to make data “overly confidential” so as to comply with the recommendation on consultation (R4).
Constraints and conditions
6An organisation must be appointed to lead this work: the creation of a mining department, geological survey or public interest group (PIG) or, pending this, a third-party or service provider chosen by the government (possibly through a call for tenders).
