1It is important to set in place efficient strategies and organization if the legislative and regulatory system described in Part 1 of this report is to be properly put into practice. This efficiency can be measured by the degree to which the scientific and technical aspects of the measures taken meet requirements. The intensity of the Reunion chikungunya epidemic, in 2005-2006, brought back the necessity to strengthen structures for vector control and to develop research. The review of these questions (see “Strategy variations between regions”/page 345 and “Organization and human resources for vector control” page 360) reveals deficiencies in both organizational arrangements and knowledge.

2Effectiveness of control measures, however, also depends highly on the understanding people living under the threat of vector-borne diseases have of the importance of the issues, and on the acceptability of strategies adopted. Hence it depends on whether or not communities join in the antivector campaigns. Considerable work must be done on the drafting, perception and communication of messages diffused for their benefit, taking successful experiences as model where possible.
