Determine the intervention strategies

1It is important to determine more accurately the intervention strategies to adopt and objectives to achieve regarding epidemics, epizootic diseases, invasive species and also the routine surveillance and vector control practised to keep the epidemic/epizootic and endemic/enzootic risks down to a minimum. Plans and scenarios developed on the basis of models for the West Nile and chikungunya/Aedes albopictus plans in metropolitan France and PSAGE in the French Deparments of America will express these strategies and objectives on the different levels of activity concerned: day-to-day execution of operations (cleansing, choice of biocidal product and equipment, social mobilization, communication, data gathering, debriefing and feedback), follow-up of resistance to insecticides, qualification of operations personnel, staffing and supervision of teams, participation of partners and communities, finance. Writing of these plans is the under the State’s responsibility, but it does require experts in complementary competences to be involved, such as members of the CNEV. The determination and improvement of strategies require rethought on the methods of personnel management, concerning skills and knowledge, continuous training and career development.
