1In what appeared a reversal of roles, President Nicéphore Soglo was defeated by former President Mathicu Kérékou in the March 1996 presidential election in Benin. The return of Kérékou through the same means by which he lost power in 1991, i.e., the popular vote, is a landmark victory for democracy in Benin and indeed, Africa. More significantly, however, the victory demonstrates the capability of a successful national conference to engender sustainable democracy which can effectively solve the problem of political succession that has been the cause of many African political crises. It is hoped that other African states will follow the example of Benin, as that small West African state assumes a leading role in African democratic development.
2On a final note; the recent return of France to Niger after her initial withdrawal – as a mark of protest against the return of the military to the country’s political life – for what a journalist described as economic and cultural reasons, confirms the earlier conclusion that economic advantage is at the root of the unprincipled positions taken by major Western powers with regard to African efforts to develop viable democratic polities.
