The name of the the group

2Jama’at Ansar Al Muslimin Fi Bilad al-Sudan
(“The Supporters of Muslims in the Land of the Blacks”)

The motto of the group

3Fighting in the Name of Allah

The logo of the group

4The Holy Quran is between two machine guns and on top of each machine gun, and there is a banner that reads “There is only one God and Mohammed is His Prophet”. It signifies that the implementation of the religion can be achieved only through the Holy Book of the Quran and steel (weapons).

The methodology of the group and its beliefs

  • We are in this religion with all who entered it before us, including brothers and others who followed the Prophet with faith.

  • The basics of faith and the details of religious matters are clear from the words of Allah and the words of His Prophet. This is why these words have to be followed to the letter, and one should never follow anything else that contradicts them.

  • Our allegiance is to Allah, His Prophet, and all of the believers in Him.

  • Those who pray the five prayers and pray in the direction of the Qibla and show their Islam are Muslims. They have the same responsibilities and obligations as us, and they have the same rights as us. We will not hurt them, and they will not suffer any injustice at our hands.

  • We will not call any Muslim an infidel or accuse him of blasphemy unless there is proof and unless all of the conditions of such a case exist. We will be fair and we will be just. We will judge Muslims according to their Islam and religion, and we will make jihad and fight against criminals according to their crimes.

  • This jihad is a duty for all of us Muslims. The world and the religion will not be good without it.

He said, ‘O my people! Have you considered, should I stand on a manifest proof from my Lord, who has provided me a good provision from Himself? I do not wish to oppose you by what I forbid you. I only desire to put things in order, as far as I can, and my success lies only with Allah: in Him I have put my trust, and to Him I turn penitently. (Quran, Hud: 88)

5And this is why our beloved Prophet decided to take up arms and engage in jihad.

  • The meaning of jihad in the Book and the Sunnah has many forms and methods.

  • In the end, our methodology depends on the words of Allah and His Prophet and according to the guidance of the Prophet and the basics of religion. If we have different opinions, we will always go back to the Holy Book of the Quran to settle these differences.

The targets of the group

6Our goals and targets are noble, fair, and supreme. These goals include defending those who believe and fight against the infidels so there is no disorder, and for all religion to be for Allah.

7These goals will be clearer if we say that we follow all the goals of the Sha­riah, which are known as the five or the six necessities. These necessities are defending and saving religion, human life, money, mind, fidelity and honour. This comes straight from the Godly covenant, which brings only the truth. It is what balances everything in life, and it lowers the words of infidels and raises the words of Allah.

The means

8Our way is to engage in jihad in the name of Allah. Everything that helps us reach our superior and noble targets and goals in science, religion, education, the calling, guidance, and spiritual and material readiness are all found in jihad, which is the pinnacle of Islam. Through it, injustice is lifted from Muslims and through it we fight tyrants and save the weak and battle the infidels. It heals the hearts of the believers and helps them be calm and peaceful inside.

Thus they routed them with Allah’s will, and David killed Goliath, and Allah gave him the kingdom and wisdom, and taught him whatever He liked. Were it not for Allah’s repelling the people by means of one another, the earth would surely have been corrupted; but Allah is gracious to the world’s creatures. (Quran, Al-Baqarah: 251)

Why should you not fight in the way of Allah and the abased men, women, and children, who say, ‘Our Lord, bring us out of this town whose people are wrongdoers, and appoint for us a guardian from You, and appoint for us a helper from You’? (Quran, Al-Nisâ’: 75)

9Make war on them so that Allah may punish them by your hands and humiliate them, and help you against them, and heal the hearts of a faithful folk, and remove rage from their hearts, and Allah turns clemently to whomever He wishes, and Allah is all-knowing, all-wise. Do you suppose that you will be let off while Allah has not yet ascertained those of you who wage jihād and those who do not take, besides Allah and His Apostle and the faithful, anyone as (their) confidant? Allah is well aware of what you do. (Quran, Al-Tawbah: 14-16)

10As for other methodologies in other policies and systems, such as Democracy and other ignorant systems, they have all proven to be failures. We do not see any one following and abiding by these ignorant ways unless he is wrong, and he should be guided and should repent from these devious ways and return to the one righteous path.

Membership

11Any Muslim male or female has the right to be a member in order to be able to support and help their brothers who are suffering from injustice. Anyone can be a member who loves jihad and wants to join it to fight the infidels and to help the word of Allah be the prevalent one.

12As for people who want to work in the name of the group and to be a part of its operations: they will have to abide by some legitimate rules and considerations, and they will have to be able to help; they have to be clean from any disabilities, and they have to have complete faith in and allegiance to the group and its leadership.

13This allegiance is not obligatory for any person who is not a part or a member of the group.

14An official member who pays allegiance to the group has responsibilities and rights that are not applicable to people who are not members. Any person, whether a member or not, will not be faced with injustice; and if any differences occur, the problem will be settled by a committee of judges. Know that we will never do anything that is against the Shariah, the Sunnah, and the Holy Book of the Quran:

O mankind! Indeed We created you from a male and a female, and made you nations and tribes that you may identify yourselves with one another. Indeed the noblest of you in the sight of Allah is the most Godwary among you. Indeed Allah is all-knowing, all-aware. (Quran, Al-Hujurât: 13)

Empowerment and support group

15They are tasked with helping and supporting the group on all levels. It depends on the abilities and the needs of the group. They are trusted and protected by the group, and their wives and children and secrets have to be protected. When dealing with them, there has to be:

  • A benefit from such dealing

  • Safety from harm

  • The existence of a documented permission

General command

16The general command of the group consists of its Amir and the princes of different areas, the leaders of the committees who represent the Consultative Council of the group. They all work as one cooperative and complete unit, as Allah has said: “and their affairs are by counsel among themselves” (Quran, Al-Shurâ: 38).

First: Its judgment: Binding1

Second: Its type. It is a necessary private emirate, and it can expand to include some of the characteristics of a general emirate. This depends on the abilities and the specific needs of the group, which are decided by the Consultative Council of the group.

Third: The conditions of leading the emirate

  • To be a true Muslim

  • Maturity and puberty

  • Sanity

  • Maleness

  • Freedom

  • Justice

  • Shariah science

  • Wisdom

  • Freedom from any disabilities

Fourth: The things that would prevent someone from leading the emirate

  • Death

  • Lack of faith in God / being an unbeliever

  • The emergence of any disabilities or obstacles

  • Straying away from religion and the true path, which can harm the calling and the group

  • Any treason against the group and its principles and basics. For example, executing things in ways other than the group stated.

  • Captivity, depending on the decision of the Consultative Council of the group

Fifth: The rights of the Amir over the members of his group

  • They must obey him in doing good

  • Help and support him to do right

  • Advise him

  • Think well of him

  • Respect him

  • Stop people from talking badly about him

Sixth: The duties of the Amir

  • Being fair and just in his duties and rights

  • Thinking well of the members and being kind to them

  • Advising Muslims

  • Making sure that the wives, children, and safety of Muslims are protected

  • Preparing for jihad mentally and financially

  • Keeping secrets

  • Being a good role model for Muslims in general and jihadists in particular

  • Working to maintain the unity of the group

  • Working to reunite Muslims

  • Handling and managing the affairs of the group

  • Protecting the women

  • Taking care to achieve the interests of the group

  • Gathering and raising money according to the Shariah and spending it also in accordance with the Shariah.

  • Settling differences between the brothers

  • Coordinating work with the Consultative Council of the group

  • Heading the consultative sessions and choosing the best opinions after consulting with others

Seventh: The powers of the Amir

  • Managing the affairs of the group completely

  • Obligating the members of the group to follow the decisions and the instructions that the group issues

  • Choosing the princes of the committees for the different areas and districts

  • Choosing the persons responsible for special and temporary missions

  • Choosing the person who will replace him if he is not there

  • Issuing decisions, guidelines, and instruction for the group, with the exception of crucial decisions which have to be taken with the presence of the Consultative Council of the group, such as:

  • Changing any of the basics and principles mentioned in the covenant of the group

  • Opening a new battlefront

  • Making peace or truces with enemies

  • Deposing himself from leadership

  • Deposing any member of the council or any judge of the group

  • Dealing with any foreigner organisations

  • Deposing any of the district princes

Consultative Council (Leadership Council)

First: The judgment of the Consultative Council: Binding

Second: Identifying the Consultative Council (Leadership Council)

17The Consultative Council of the group consists of its general leadership and management. It consists of its prince, the princes of the districts, the heads of the committees, and others from the best men of the group who are wise and are known for their rightful decisions and opinions as well as experienced and specialised personnel.

Third: The mission and duties of the Leadership Council (the Consultative Council)

  • Helping the Amir manage the affairs of the group and its policies

  • Taking care to achieve the interests of the group

  • Appointing the Amir or deposing him when necessary

  • Watching and monitoring the Amir and holding him accountable for his actions

  • Every member has the right to call for the assembly of the council with the leadership of the Amir in cases of any urgent and crucial matter. If the urgent matter is related to a quarrel with the Amir, he has the right to call for the assembly. In this case, the council is tasked with choosing someone to settle the quarrel without having the Amir present.

  • Picking a judge other than the judge of the group when necessary

  • Picking the members of the Consultative Council or deposing them

  • Paying allegiance to the Amir – and their allegiance is obligatory for the members of the group, as they will have to follow it.

Leading the Districts

First: Identifying the Amir (Leader) of a District

18He has the same respect and position as the Amir but in his own area and district. Upon choosing him, there are some local considerations to be borne in mind.

Second: The conditions

19It is essential for the leader of each district or area to meet all of the conditions of the group leader (Amir).

Third: His rights

20He has the same rights in his district as the group leader or Amir.

Fourth: His duties

21He has the same duties as the group Amir towards the people in his district. He also has to report to the Amir of the group everything that happens after consulting with his men in order to guarantee the unity of the group. He also has to consult his men concerning how to execute the decisions of the Consultative Council.

22The Local Consultative Council of the District’s duties are: to investigate how to execute what the Consultative Council has decided and investigate everything that is related to their district after the district leader reports it to the group leader.

Fifth: The powers of the District Amir

  1. Choosing the best men from his district to consult with them about the affairs of the district.

  2. Choosing the people who will carry out the special operations and the temporary operations in his district.

  3. He has the right to look into and manage the affairs of his district, but he will have to present it and confirm it with the leadership first to maintain the chain of command.

Committees and organisations

  • The Shariah Committee

  • The Military Committee (includes the Medical Committee)

  • The Economy Committee

  • The Media and Foreign Affairs Committee

  • The Social Affairs Committee

  • The Judicial Committee

  • The Security Committee

The Calling and Guidance Committee

23This includes a group of qualified people who have qualifications in religious sciences / theology and Shariah-related qualifications.

Their mission: To guide the group in a way that pleases Allah and to investigate any ignorance that could misguide or make the brothers stray from the one true path.

This committee consists of its head and three branches

  • The Calling and Guidance Branch

  • The Composition Branch

  • Printing and Distribution Branch

Third: The powers and permissions of the head of the committee

  • Organising a practical working program for the committee and presenting it to the Amir

  • Working hard to implement the proposed program

  • Establishing legitimate Shariah schools

  • Picking the correct and suitable people for teaching and dispatching them to do the job after consulting the Amir

  • Revising and enhancing everything that the committee issues before it is printed

  • He has the right to cancel or revise any research topics that are proposed by the members

  • He has the right to research and expand that research in order to fix any issues

  • He is tasked with researching the religious/theological issues that are presented to the committee

The calling and guidance branch

24The mission of this branch is to call people to Islam and then to guide those who enter the religion and help them understand Islam and follow its guidelines and the words of the Quran and the Sunnah. They are also tasked with spreading Shariah science in the ummah and warning Muslims against the treacherous traps that are laid by their enemies to make them stray from Islam.

Printing and distribution branch

25This branch is tasked with printing and distributing everything that the committee issues, by any means and any ways possible

The composition branch

26The duty of this branch is to pick a group of suitable people and qualified personnel to head the scientific department. They will do this by using any means necessary. This is done in order to fight the upcoming theological challenges in the future.

The Military Committee

27First: Identifying it: This committee is considered one of the main supporting pillars of the group. It represents the protective fortress that protects Muslims from the attacks of their enemies. It is also the way to strike terror into the hearts of the enemies.

28The task of this committee: Supervising and dealing with and managing everything that is related to the military affairs of the group. This has to be done in coordination with the other committees to guarantee the safety of the affairs of the group.

29Second: Its composition: It consists of its leader (the general commander) and seven branches, namely:

  1. Recruitment and Training Branch

  2. Funding and Supply Branch

  3. Industrial Branch

  4. Recon Branch

  5. Military Engineering Branch

  6. Military Planning and Studies Branch

  7. Medical and Nursing Branch

The powers of the Military Committee leader

  1. He is appointed and can be removed by the Amir

  2. Determining the practical program of the committee and presenting it to the Amir

  3. Doing his best in order to implement the program

  4. He has the right to issue military decisions with the approval of the Amir

  5. Supervising the implementation of the military instructions

  6. He is tasked with building training camps for the entire group

  7. Supervising the general military actions

  8. Supervising the utilisation of all of the means necessary to satisfy the military needs of the branch, including weapons and materials

  9. He has the right to handle and manage the foreign ammunition according to the terms of the agreement

  10. He has the right to hold all of the committee members accountable

Recruitment and training branch

30The duties of this branch of this committee are the following:

  1. Determining a training program for the soldiers

  2. Supervising the implementation of such a program

  3. Studying the characteristics of the newly recruited soldiers and then dispatching them to the locations that are suitable for them, with the help of the Social Affairs Committee.

Funding and supply branch

31The duty of this branch is to supervise the spending of money on the jihadists in order to fulfil their military needs.

Recon branch

32The duties of this branch of the Military Committee are:

  1. Watching the roads, centres, and military locations

  2. Recon and scout the movement and the locations of the enemy

  3. Scouting the jungles and the roads that the leadership and the soldiers go through

Military engineering branch

33The duties of this branch of this committee are the following:

  1. Drawing the blueprints of buildings, training camps, ditches, military shelters and centres.

  2. Drawing maps that will enable the leadership and the jihadists to easily retreat and infiltrate.

Military planning and studies branch

34The duties of this branch of the Military Committee are:

  1. Carrying out the strategic battle study for the group and planning for enhancing it in the future

  2. Planning for the affairs of the group

Industrial branch

35Its mission: Preparing and manufacturing anything that is related to the military affairs of the group or any other committees.

Medical and nursing branch

36The duties of this branch are very practical, as it is tasked with keeping the jihadists safe and healthy. This is achieved through the following:

  1. Determining a health program for the group and presenting it to the military commander and then to the Amir

  2. Working on implementing the program

  3. Choosing the doctors and nurses

  4. Providing the necessary medicines and equipment and maintaining them

  5. Issuing medical orders

  6. Helping and serving the wounded and the sick and cleaning the clinic

The Judicial Committee

37Identifying it: This is the committee that includes the best judges, who will settle any quarrels and differences according to the Shariah. It is their task to spread fairness and justice between brothers. They are also tasked with providing justice to the plaintiff and correcting the defendant. This is one of the pillars of any successful group, as Allah has said: “We did not create the heavens and the earth and whatever is between them except with reason, and indeed the Hour is bound to come. So forbear with a graceful forbearance” (Quran, Al-Hijr: 85).

The jurisdiction and powers of the group’s judge

  • The judge of the group as well as the district judge is appointed by the Amir, but replacing him requires the presence of the Consultative Council

  • The judge is independent in his work

  • He has the right to summon and question anyone and the person will have to answer

  • If there is a quarrel that involves the Amir, the judge has the right to look into the case with the Consultative Council, and he has the right to summon the Amir and the latter will have to answer.

The Economy Committee

38This consists of a group of specialised people who have experience in economics. They are known for their honesty and faith.

39First: Their mission: Supervising the economic affairs of the group according to the Shariah.

  • Preventing the use of any money that is acquired through ways that are not compliant with the Shariah

  • Looking into any funding to see if it is halal or haram.

  • Staying away from any money that might not be compliant with the Shariah.

  • Looking into where to spend the money

40Second: This committee consists of its secretary general (the head of the committee) and three branches:

  • Accounting Branch

  • Exchequer

  • Project Study Branch

Third: The powers of the head of the Economic Committee

  • Organising an appropriate program for the economic needs of the group

  • Working to implement the program

  • Looking into the investment projects that are presented to the committee

  • He is not permitted to give himself or any other member money without the permission of the Amir

Fourth: The accounting branch

41The mission of the Accounting Branch is to manage the reports about the income of the group and its expenses before the money enters the Exchequer.

Fifth: Exchequer branch

42The duties of this branch are:

  • Preserving the money of the group

  • Managing the income and the expenses

Sixth: Project study branch

43The duty of this branch of the Economic Committee is to study all the projects that are given to it and determine the best working program for these projects and to study how to benefit from them.

Seventh: The legitimate sources of income of the group

  • Zakat

  • Voluntary charity

  • Spoils of war

  • Investments from current projects

  • Endowments

The Media and Foreign Affairs Committee

44First: Identifying it: This is an executive body. Its mission: distributing and publishing everything that the group issues; and it also manages and handles the foreign affairs of the group.

Second: The jurisdiction and power of the head of the committee

  • Organising a program for the committee and presenting it to the Amir

  • Working on implementing and developing the program

  • Reporting to the Amir concerning the current media status of the group

45Third: This committee consists of its chief and five branches

The First one: The maintenance and preparation branch. Its mission:

  • Providing the required equipment and developing it

  • Maintaining the current equipment and fixing it

The Second one: The archive branch. Its mission:

  • Monitoring and watching the public media of the world and collecting what is needed from it

  • Archiving everything that the group issues

  • Taking care of what is urgent in their field

46The Third one: Publishing and distribution branch. Its mission: printing and publishing everything that the group wants to publish and distribute through any means necessary.

47The Fourth one: The composition branch. Its mission: choosing suitable and qualified people so they can train to the required standard and can perform the mission and the duties of the committee.

48The Fifth one: The foreign affairs branch. Its mission: working on the affairs and relations between the group and other Islamic groups worldwide, with the permission of the Amir.

The Social Affairs Committee

49Identifying it: This committee consists of men of faith and honour and trust who have the ability to keep secrets.

50Their duty: Counting the members of the group, registering them in a way that makes it easy for the group to monitor its members and their rights.

The duties of the Social Affairs Committee:

  • Counting and registering the members of the group

  • Registering their private social statuses

  • Counting the dead

  • Counting the prisoners

  • Helping those who are in need, financially and emotionally

The Security Committee

51This is an executive body that consists of men of faith and honour and trust and the ability to keep secrets.

52Their duty: Doing their best in order to determine and uncover the secrets of the enemy to the jihadists.

53We hope, our Muslim brothers, that we have covered everything that needs to covered and said.

He is the Living One, there is no god except Him. So supplicate Him, putting exclusive faith in Him. All praise belongs to Allah, Lord of all the worlds. (Quran, Al-Ghâfir: 65)
