Annexe II – Illustration des méthodes HEA et REA

2La méthode HEA bénéficie d’une bonne reconnaissance institutionnelle aux Etats-Unis, où elle a été appliquée par des tribunaux. Un cas peut venir illustrer ce propos : le déversement de pétrole du M/T Athos I dans la rivière Delaware. Afin d’évaluer la quantité d’oiseaux affectés par le déversement, l’analyse suivante a été menée (figure A2).

4La méthode REA peut, quant à elle, être illustrée par le cas du SS Jacob Luckenbach Oil Spill1. Le SS Jacob Luckenbach, entré en collision avec un autre navire, a coulé le 14 juillet 1953 au large de San Francisco. Contenant 1 727 460 litres de carburant, celui-ci a fui et a été à l’origine de nappes mystérieuses. Le lien avec l’épave a été établi en 2002, donnant lieu au problème de la quantification des dommages. L’évaluation a eu recours à la méthode REA2. Au final, les chiffres révèlent qu’entre 1990 et 2003, 51 569 oiseaux ont été tués, et en conséquence une somme finale de 22,7 millions USD a été accordée au National Pollution Funds Center afin de mettre en œuvre 14 projets de restauration.
